这款游戏并不能算是GTA系列正传的第四作游戏，而只能算是一款外传性质（side story）的作品。
　　游戏以80年代风貌的ViceCity为背景，而这个虚构的ViceCity其实是以80年代的美国迈阿密市为原型制作的。游戏的主角名叫TommyVercetti，他是Forelli兄弟黑帮的成员。游戏里的场景比《侠盗猎车手3》要足足大上一倍，超过100种的交通工具可供玩家选用，其中更包括直升飞机和摩托车。超过90首80年代的经典歌曲将会在游戏中以背景音乐的形式出现。
